Nine years after its introduction scores of officers are claiming that radiation emissions from the system have caused them to suffer such ailments as nausea, headaches, stomach pains and skin rashes. The local branch of the Police Federation has logged 176 individual complaints, and now senior officials at the police authority are seeking legal advice on how to deal with them. They have already made budget changes to allow for "a contingent liability in respect of Airwave liability claims". Critics of the system say its suppliers Motorola, who provide the handsets, and O2, who control the network have made changes to prevent "audio anomalies". However, the Health and Safety Executive has investigated the controversy and declared that there is no link between the radio technology and the reported ailments. Lancashire officers began to pilot the system in 2001. Since then the Government has spent £2.9 billion on introducing the system to all 53 forces in England, Scotland and Wales. John O'Reilly, chairman of the Lancashire Police Federation, said: "When we first got it there were all sorts of problems, including breakdowns in communication and certain parts of the county being unreachable. "But then most or all of the problems were ironed out over a period of time by improved technology." A spokesman for Lancashire Police Authority said: "We have received a number of liability claims for injury allegedly resulting from the use of the Constabulary's mobile communications equipment. According to Mr Morrison, all the Thornwood sufferers began reporting microwave symptoms at the same time as two masts, 3G and TETRA, were put up in the area. The Tikshuv branch is acting together with the planning department of the General Staff to reduce the number of the military transmission sites in which antennas are erected, because of the radiation they emit. In the first stage, two transmission sites will be united in central Israel within the next months, and the intention is to reduce to half the remaining transmission sites during 2006. The transmission sites that will remain, will provide service to the users in the different arms, in contrast to the situation that was before, when each arm held its own transmission sites. ![]() The Israeli army soldiers started using TETRA since 2004, and there is a high increase in suicides only in the last year in the army, 8 soldiers committed suicides only this month. 30 committed suicides since the beginning of this year. It is not clear what the reason/s is/are, but nothing has changed in the army apart from the new TETRA system and wireless equipment. ![]() Epilepsy girl, 12, will learn at home Sep 27 2005 by Daniel Davies, Western Mail Message from Andy Davidson EDUCATION chiefs agreed to teach a 12-year-old girl with epilepsy at home after it was claimed a police radio mast near her school was giving her fits. The family of Nicola Packard planned to use the courts to force Dyfed-Powys Police to remove one of its controversial Tetra masts. Her mother, Jayne, said Nicola - who has severe learning difficulties and uses a wheelchair - had seven fits on the day the mast was switched on, compared to an average of one seizure a month. The mast, at Haverfordwest Police Station, Pembrokeshire, is about 1km from Nicola's school. The family moved house in 2000 when a mobile phone mast was built opposite their home and Nicola's fits deteriorated sharply. They dropped legal action against Pembrokeshire County Council last week when officials agreed to teach Nicola at home in Hakin, near Milford Haven, where she lives with her mother, sister Natasha, 17, and stepfather John, 47. A teacher or learning support assistant will visit for two to three hours a day. The police Tetra communication system has provoked angry protests from communities who fear the masts emit dangerous radiation. Mrs Packard, 34, said, "They have backtracked and now she can have home tuition. But I don't want Nicola to have home tuition - I want that mast gone so Nicola can go back to school." She withdrew her daughter from Portfield Special School when the mast was activated in May. This month she was given a form of diazepam to stop a bout of severe fits when she returned for two days to see if the mast sparked more seizures. "The day it was turned on Nicola had quite a few fits after she arrived home from school," Mrs Packard said. "I put her in school two weeks ago to prove to myself that it was harming her. On the Thursday she had fits going into one another. They were not stopping. "We didn't want to use her as a guinea pig, but we needed to know." Nicola, who communicates through basic sign language, cannot take medicine for the epilepsy because of powerful side effects. Mrs Packard claimed another pupil had also been withdrawn from Portfield School complaining of illness since the mast became active, although the school refused to comment on this. The family has had advice from University Hospital of Wales specialists suggesting a possible link between Nicola's epileptic fits and the Tetra mast, Mrs Packard said. Five years ago Nicola was having up to 40 seizures a day, which they believed was due to a nearby mast. Government research found it unlikely that Tetra could pose a risk to human health. However Michael Charles, Mrs Packard's solicitor, claimed the genuine risk to Nicola's health was clear. He said, "I don't consider that in this case there was a need to establish a direct link between the Tetra mast and the individual's health. "The state of scientific evidence to date recommends a precautionary approach towards the use of mobile telecommunications equipment. "It's difficult to understand how one can be exercising a precautionary approach if you put telecommunications equipment within a stone's throw of a special needs school." But Mr Charles took time to praise the response of Pembrokeshire council. He said, "The council has been very responsible and I applaud them." A Pembrokeshire council spokesman said they would not comment on individual cases, apart from to confirm that Nicola would now receive home tuition. A spokeswoman for Dyfed-Powys Police said, "We are awaiting the results of the planning appeal by O2 over the siting of the base station which will provide coverage for Haverfordwest from an alternative location. "The force understands that the planning inspectorate will hear that appeal at the beginning of November. The 78-year-old said: "I started hearing a strange humming sound and felt the floor vibrating. "This carried on every night, getting worse in the early hours. It was impossible to sleep. "I had burning sensations in my legs and my head felt like it was going to explode. "I had various people check it out. I even called the police one night and two officers came. "They felt strange tingling sensations in their legs and pressure in their heads." Catherine believes the hum came from electromagnetic fields caused by nearby phone masts. She suspects these had a significant effect in her house because it had a lot of metal in the walls. She said: "My life has been hell since 1997. Unless you feel something for yourself you can't believe what it's like. "I couldn't stand it any longer and was forced out of my home to stay in B&Bs. "Since Tetra has been rolled out, there are masts all over the country. I believe there is a link between the transmissions from these masts and people's health. "It's just a question of being able to scientifically prove it. She claims to have been affected by what locals call the 'Largs Hum' - an unexplained low frequency noise. Georgie, a former radar operator, was given a metal spinal implant to repair an injured back after a skiing accident. But the implant turns her into a human aerial whenever she is near a mast or pylon. She gets headaches, nausea, nose bleeds, loss of feeling in her arms and legs, pains in her chest and a burning sensation on her face. She said: "I was forced out of my home as it was surrounded by phone masts and once a Tetra mast was installed it became unbearable. My spinal column stimulator makes me like an aerial, so I'm affected by anything which transmits electricity. Tetra masts are the worst. "Mobile phones and cordless phones make my face burn up, just like sunburn, for days. Police are investigating an attack on the home of a Cornish farmer who was due to have a controversial police communications mast on his land. The farmer's family say they believe they were attacked because they were due to allow a Tetra mast to be built. A knife was hurled into a door on the farm in Zennor, near St Ives. Red paint was smeared on the it and the words "Tetra tart" daubed on a wall. The masts have prompted several protests over health risk concerns. "It's very sick that somehow they feel they were justified. "We thought we were helping the community to have emergency cover for everybody's protection. "If you don't agree with it, then fight it democratically. Don't do this, it serves no purpose than to frighten people." Zennor Parish Council chairman Mike Hindley also condemned the attack. He said: "I think it's a shocking thing to have happened. These things should not be personalised. "It's just not acceptable. The council has unanimously minuted its disapproval of any actions outside of the law taken against any person or any property." Devon and Cornwall Police confirmed they were investigating the incident, which also saw tyres slashed on a tractor. 'Cowardly incident ' Supt John Tucker said: "Our enquiries are ongoing at the moment. "It is a cowardly and significant incident that has made a person feel at risk and threatened, and we cannot tolerate that." The masts have prompted protests at several sites in Devon and Cornwall by people concerned about health risks. Police say the masts are needed to improve the coverage of their radio network and speed up response times. ![]() "There currently is no good scientific study that determines whether or not cell towers on fire stations are hurting our members, so a study must be done," says IAFF General President Harold Schaitberger. "Fire fighters are already at a higher risk of injury and illness from the hazards of their job, but we will not tolerate our members being put in additional danger while at the station house from exposure to low-intensity radio frequency and microwave radiation from these cell towers and antennas." Until the health effects are truly tested and known, the IAFF believes no additional cell towers or antennas should be positioned on or near fire stations. It is the general belief of international governments and of the wireless telecommunications industry that no consistent increases in health risk exist from exposure to radio frequency radiation. However, it's important to note that these positions are based on non-continuous exposures to the general public to low intensity radio frequency fields emitted from wireless telecommunications base stations. "Critical questions concerning the health effects and safety of radio frequency microwave radiation remain," says Schaitberger. "We want answers, not the biased opinions of cell phone industry groups." Most studies on this subject are at least five years old and generally look at the safety of the phone itself. IAFF is concerned about the effects of living directly under these stations for a considerable stationary period of time and on a daily basis. The IAFF and its medical team believe a study with the highest scientific merit and integrity, contrasting fire fighters with residence in stations with towers to fire fighters without similar exposure, is necessary to truly determine the effects of radio frequency radiation on the central nervous system (CNS) and the immune system, as well as other metabolic effects observed in preliminary studies. Biological effects from exposure to low-level radio frequency microwave radiation have been recognized as markers of adverse health effects. Internationally acknowledged experts have shown that radio frequency microwave radiation transmissions of the type used in digital cellular antennas and phones can have critical effects on cell cultures, animals and humans in laboratories. Studies have also found epidemiological evidence of serious health effects at "non-thermal" levels where the intensity of the radiation was too low to cause heating, including increased cell growth of brain cancer cells, changes in tumor growth, more childhood leukemia, changes in sleep patterns, headaches and neurological changes, decreased memory, retarded learning, increased blood pressure and other health hazards. The IAFF's efforts will attempt to establish a correlation between such biological effects and a health risk to fire fighters and emergency medical personnel due to the citing of cell phone antennas and base stations at fire stations and facilities where they work. Das kommerzielle Mobilfunksystem TETRA, welches im Frequenzbereich 380 MHz - 400 MHz mit Mehrfachzugriff TDMA (ähnlich dem öffentlichen GSM-Mobilfunk) arbeitet steht europaweit kurz vor der Einführung bei den Behörden und Organisationen mit Sicherheitsaufgaben (BOS-Dienste). Später soll auf der Basis des TETRA-Standards ein allgemeines Betriebsfunksystem entwickelt werden. Im Vergleich zum GSM-Mobilfunk ist die Trägerfrequenz niedriger und die Eindringtiefe der elektromagnetischen Felder in den menschlichen Körper dadurch erheblich größer. Da die Pulsfrequenz des TETRA-Systems bei der TDMA-Übertragung ebenfalls wesentlich niedriger als bei GSM ist, sind bei gleicher Intensität der Felder stärkere biologische Wirkungen zu erwarten. |

![]() I am submitting this letter to local papers in Hampshire, following the comments made by Hampshire Police Chief Kernaghan on local TV BBC News, recently. PS Letters need to be brief for letter pages - I've got a nice editor who tries not to cut so I get indulged a bit - but thought I'd mention it, as it's very frustrating when they take out the most important bits, or worse juggle the contents so they can lose their proper meaning. Be warned! Letter starts: Can one believe Chief Constable Kernaghan's view that there should be no concerns about the safety of the police communication systemTetra? There is a huge political agenda behind the decision to use it, and Police Chiefs are expected to follow the official line as handed down by government ministers. However, he will rarely be using the Tetra system himself, nor will Home Office minister Hazel Blears or anyone else in Government. So his public statement may not be as convincing as he would wish. Thousands of Tetra masts are being rolled out (often illegally) despite the health risks. British Police have therefore become guinea pigs for the rest of the world. The Trower Report on Tetra, commissioned by the Police Federation, produced overwhelming evidence of the dangers. It has been ignored. Now hundreds of police are suffering ill health. Two young and healthy officers have tragically died and others are already suffering potentially life threatening illnesses since it was introduced. Residents forced to live in the shadow of Tetra masts, are also showing signs of illness. All this was predicted - and then suppressed. Public health, and money, are at risk for a system that is a £2.9 billion technical disaster, and hundreds of millions more of OUR money will be thrown into the pit rather than scrap it. MP's are asking questions, and the National Audit Office and the Public Accounts Committee are launching inquiries into the system. There are many complaints from top officers and key technicians on the Tetra project. Several police forces are developing their own mobile services rather than use it. They want bearer independence', because, in addition to health concerns, Tetra is obsolete even before the roll-out has been fully implemented. Shocking? Yes. The alternatives are better and safer but higher powers with much to lose, are preventing their use. I'm sure Chief Kernaghan does not intend to put his officers' lives at risk or the public's so I can only assume that he has not read the Trower Report, though if he hasn't he ought to have done. The safety of his men and Hampshire residents rests in his hands. Should he be submitting to the self- interested demands of HO minister Hazel Blears, who told officers that they must use the system or take the consequences? Not surprisingly this was interpreted by many officers as little short of blackmail. Their words, not mine. It's gratifying that a number of brave police chiefs across the country are ignoring the intimidation and putting the welfare of their officers and citizens first. A good career move? Who can say, but it is a very moral decision. I cannot apologise for criticising those who make the rules and allow others to take the brunt of their decisions. Policemen, like soldiers, risk their lives for us. It is unacceptable that those in high office should add to that risk for political expediency. However, Chief Kernaghan is not alone in ignoring the Trower Report. The Police trust the advice given by government scientists like Dr David Coggan, of the NRPB. But how trustworthy is that advice? Roger Coghill, a highly qualified scientist whose findings support Trower's, was forced to reject Dr Coggan as an examiner in his PhD thesis on this subject, when he discovered to his amazement, an internal memo written in advance of the scheduled oral examination, setting out reasons why he had been failed. He is not the only scientist to have his career and reputation blighted for coming out with the truth about this technology. This is happening worldwide. Finally, Airwave the company running Tetra, frequently erects masts illegally, and refuses to dismantle them, defying local authorities. Setting aside the dangers and inefficiencies of Tetra, does the Chief Constable not feel embarrassed about supporting and defending a company that persistently acts unlawfully? On 11th July I was advised of a police officer who had very recently died of cancer of the oesophagus - throat cancer. This officer was in his thirties, an active sportsman with a healthy diet. He didn't smoke or drink and had none of the preconditions for this sort of cancer. |

So hätten sich inzwischen Polizeibeamte in Lancashire und North Yorkshire, die mit den neuen Funkgeräten arbeiten, über Gesundheitsschäden beklagt. In einem Leserbrief in der Märzausgabe der Mitarbeiterzeitung der Polizei kritisierte ein Polizist, es sei ihm "unbegreiflich", dass Polizeibeamte nach wie vor mit TETRA-Funkgeräten arbeiten müssten, obwohl zahlreiche Krankheitsfälle aufgetreten seien, die "direkt auf TETRA zurückzuführen sind". So seien ihm selbst einige Fälle von Hautreizungen, Schlaflosigkeit, Migräne, Depressionen, Konzentrationsschwäche und Kopfschmerzen bekannt. TETRA soll mit pulsierender Strahlung arbeiten, die sich in einem ähnlichen Frequenzbereich wie die menschlichen Hirnwellen bewege. Dies hätten nach Angaben der britischen Gewerkschafter unabhängige Wissenschaftler bestätigt. Die gesundheitlichen Gefahren entstünden nach Meinung der Wissenschaftler durch gefährliche Strahlungen, die das Hirngewebe angreifen und Leukämie und Lymphome erzeugen könnten. ![]() Emergency services will use the masts The company planning to build a controversial new system of communication masts already has permission to erect about half of the network, it has emerged. The Scottish Parliament has been urged to oppose the Terrestrial Trunked Radio (Tetra) masts because of health concerns. The Scottish Green Party has tabled a motion calling for a moratorium on the system which will serve the police and other emergency services. But O2 Airwave has been granted planning permission for 322 of the 658 masts it plans to set up across Scotland. The Scottish Executive has ruled that there are no health implications and therefore concerns about health do not count as a reason for councils refusing planning permission. We cannot afford to store up potential problems with this technology as it will only come back to haunt ministers in the future Mark Ruskell Green MSP But Green MSP Mark Ruskell said siting of the masts should be halted until any possible health impact is fully investigated. Campaigners fear the masts emit signals which could interfere with the human brain. Mr Ruskell said: "We ask the (Scottish) Executive to not leave councils stranded high and dry on this issue but to understand and react to the concerns of the people of Scotland. The Mid-Scotland and Fife MSP won the support of Nationalist MSP Tricia Marwick and Lib Dem Iain Smith, who said proof of the masts' safety must be provided. However, Deputy Justice Minister Hugh Henry said evidence did not exist to justify a ban. He said: "I would argue that if facts do exist justifying any delays, then that evidence should be brought forward. ![]() SALZBURG (APA, SN). Im Polizei-Wachzimmer des Salzburger Hauptbahnhofes gibt es eine ungewöhnliche Häufung von Krebserkrankungen. Innerhalb der vergangenen zehn Jahre sind sieben Beamte an Krebs erkrankt. Vier Todesfälle sind zu beklagen. Erst "vor zwei Wochen starb ein 40-jähriger Beamter", berichtete der Präsidialchef der Polizeidirektion Salzburg, Heinz Kitzmantel, der APA. Die Landessanitätsdirektion führt derzeit Messungen durch. Erste Untersuchungsergebnisse sollen Anfang September vorliegen. "Das jüngste Krebsopfer war erst 27 Jahre alt", zeigte sich Polizeigewerkschafter Günther Nemetz besorgt. Die Beamten sind allerdings an unterschiedlichen Krebsarten gestorben. Sie befanden sich in einem Alter zwischen 40 und 50 Jahre. Schadstoffe wurden bereits gefunden. Ob sie mit den Krebserkrankungen in Zusammenhang gebracht werden können, steht aber noch nicht fest. "Es ist bisher noch nichts wirklich Relevantes dabei", meinte Kitzmantel. Das Wachzimmer liegt seit ein paar Jahren am Bahnsteig 1, dort, wo sich rund hundert ÖBB-Beamte aufhalten und sich zahlreiche Büros befinden. In den Jahren zuvor war die Dienststelle neben dem Eingangsbereich der Schalterhalle am Südtirolerplatz angesiedelt. Bei den ÖBB seien keine Häufungen von Krebserkrankungen festgestellt worden, erklärte Pressesprecher Johannes Gfrerer. Die Bundesbahnen halten die Überprüfungen aber für sinnvoll und warten mit Interesse die Ergebnisse ab. Die Messungen der Umweltmedizin konzentrierten sich bisher vor allem auf elektromagnetische Felder. Angeblich handelt es sich bei den gefundenen Schadstoffen um Handystrahlungen. Untersucht wird aber auch nach Schadstoffen wie Asbest oder Lösungsmitteln in der alten Bausubstanz. Außerdem wird ermittelt, ob Staub, der durch den Abrieb der Gleise entsteht, die Gesundheit der Beschäftigten gefährden könnte. Die Vermutung, in den alten Trinkwasserrohren sei giftiges Blei abgelagert, dürfte sich nicht bestätigen. "Unser Wasser wird regelmäßig überprüft", betonte Gfrerer. Die Wahrscheinlichkeit eines unmittelbaren Zusammenhangs mit den verschiedenen Krebserkrankungen hält der Leiter des arbeitsmedizinischen Dienstes, Herbert Rohn, für gering. Da die ÖBB keinen Anstieg von Krebserkrankungen festgestellt hätten, "ist damit zu rechnen, dass die Ursache nicht berufsbedingt ist". Es könnte sich um eine zufällige Häufung handeln, zog Rohn in Erwägung. Auch psychische Ursachen der Erkrankung werden nicht außer Acht gelassen. Hinter vorgehaltener Hand heißt es, dass das Wachzimmer am Bahnhof nicht gerade das beliebteste sei und eine hohe Fluktuation an Personal herrsche. Salzburger Nachrichten am 19.
